机关干部是党委、首长的参谋助手,地位重要、责任重大。其参谋助手作用发挥得如何,直接关系到党委、首长决策的贯彻落实和部队建设的质量水平。因此,机关干部只有成为协助决策的高手、团结协调的好手、发现和决策问题的强手、开拓创新的能手,才能真正当好党委、首长的参谋助手。  

  一、成为协助决策的高手,就是要善于出谋划策,能够提出有价值的意见和建议。  

  一名合格的机关干部,不仅要能够围绕党委、首长的意图开展工作、抓好落实,还要能够经常性地提出一些有价值、有份量的意见和建议,进入党委、首长的决策。这就要求机关干部必须具备较高的谋略水平,既足智多谋,又能参会谋。正确理解和领会党委、首长的意图。正确理解和领会党委、首长的意图是出谋划策的前提和基础。只有紧紧围绕党委、首长的意图出谋划策,才能与党委、首长的思路产生共鸣,才能有助于党委、首长决策的完善和实现。正确理解和领会党委、首长的意图,基本途径是要学习好文电、规定和各种场合的指示精神,关键是要吃透精神实质,真正做到想党委、首长之所想,提党委、首长之所需。具体地讲,就是要弄清“三个是什么”:一个时期内党委、首长关注的工作重点是什么、考虑采取的方法途径是什么、要求达到的效果是什么。弄清了这“三个是什么”,给党委、首长出谋划策,才有针对性、时效性。

  团结协调是机关干部基本的思想和能力素质。实际工作中,难免遇到这样那样的一些矛盾和问题,处理得好,就有利于营造团结协调的氛围,处理得不好,就会影响上下左右的关系,影响正常工作的开展。机关是党委、首长与部队联系的纽带,起着承上启下的重要作用。作为机关干部,应当把上承下达作为机关一项经常性的工作,积极主动地做好。党委、首长的决策和指示精神,需要机关对部队进行传达,部队工作的经验做法、取得的成效以及存在的困难和问题,需要机关向党委、首长汇报。机关干部应当适时做好向上汇报和向下传达工作,使党委、首长及时、全面了解部队,掌握部队,使部队更好地贯彻落实好党委、首长的决策和指示。机关内部的关系是否团结协调,直接影响着能否形成合力,也直接影响着机关的形象。左右协调很重要的一个方面,就是要正确处理个人与整体、局部与全局的关系,积极主动地做好边缘性、综合性的工作,防止因工作分工影响内部团结。机关工作比较繁重,不同程度地存在着人少事多的矛盾,这就决定了一名机关干部不可能只干自己分管的那份工作,平时,有大量边缘性、综合性工作任务需要有人完成。一名机关干部在这个问题上,如果没有一个正确的态度,就会对工作分工斤斤计较,接受任务不愉快,完成任务标准低,甚至推推托托,使机关内部出现不和谐的音符。机关干部无论是处理上下关系、还是左右关系,都有一个如何对待个人名利得失,也就是如何对待个人功过的问题。是争功诿过,还是推功揽过,既是一名机关干部思想品德修养的试金石,也是直接影响上下左右关系的重要方面。作为机关干部,一定要摆正自己的位置,评价部队取得的成绩,做到客观公正不揽功;讲评部

  三、成为发现和解决问题的强手,就是要深入调查研究,不断加强部队的全面建设。  

  深入进行调查研究,发现和解决部队存在的问题,是机关干部必须具备的能力素质,也是机关指导部队建设的方法途径,更是机关干部的谋事之道,成事之基。调查研究要能够发现倾向性问题。能否发现部队存在的倾向性问题,是衡量调查研究成效的基本尺度。发现部队存在的倾向性问题,首先要注意了解和掌握大量的第一手资料,任何倾向性问题都蕴藏在相关的现象之中,只有掌握了大量第一手资料,才能有所发现。再就是要思想敏锐。思想敏锐,则见微知著,思想不敏锐,则熟视无睹。另外,还要注意把握重点,或者说是主要矛盾,不能眉毛胡子一把抓,要高度重视那些切实对部队建设利害相关的倾向性问题,深挖细究,摸清底数。调查研究要能够拿出解决问题的有效对策。发现问题是前提,解决问题才是目的。机关干部不能只把问题摆出来,让党委、首长和部队想办法,自己应当首先拿出切实可行的有效对策。特别是对一些重点、难点问题,提出的对策更要有很强的针对性、操作性、可行性、有效性。一是应当方法明确。用什么办法解决什么问题,应当具体明了,不能笼而统之,大而化之。二是应当目标明确。对解决问题的目标任务应当区分阶段,合理安排,逐步推进,使部队易于把握,机关便于督导。三是应当责任明确。具体明确各级应负的责任,一级督导一级抓落实,一级对一级负责,共同做好“下篇文章”。   

  四、成为开拓创新的能手,就是要立足本职,锐意改革,创造性地开展工作。  

  新形势下,部队建设面临的新情况、新问题越来越多,新情况需要新视角来看待,新问题需要新办法来解决。机关干部只有锐意改革,大胆创新,创造性地开展工作,才能跟上时代发展的步伐。要富有创新精神。机关干部大都既有部队工作的经验,又有一定的理论水平,信息来源广,接受新事物多,具备改革创新的良好条件。能否创造性地开展工作,首先取决于是否敢于创新、勇于创新。机关干部应当充分认清开拓创新的重要意义,认清墨守成规对部队建设造成的不良影响,自觉在实际工作中加大改革创新的力度。要更新思想观念。任何改革创新都首先是思想观念的更新。观念一变天地宽,只有思想观念更新了,才能进入改革创新的新天地。要针对部队建设的实际特别是存在的矛盾和问题,大胆借鉴和吸收外军发展的有益经验、我国社会主义市场经济发展的有益经验以及部队在实际工作中的创新成果,进行深入地鉴别、对比、分析、提炼,大胆地摈弃常规,形成指导部队工作的新思想、新认识、新观念。要形成新的思路。只有形成了新的工作思路,才能对工作实践起到应有的指导作用,才能真正创造性地开展工作,逐步形成比较科学、合理的工作方法。新思路是对新观念的深化和细化,是对部队工作的具体指导,必须既有新意,又切实可行,服从并服务于部队战斗力的提高。要在实践中大胆运用。开拓创新不能是纸上谈兵,必须结合本职工作,在指导帮助部队建设的具体实践中积极稳妥地运用创新成果,并在实践中对创新成果进行检验和完善,以便更好地指导部队工作,促进部队的全面建设。

一、预习是学习的重要环节上课前充分预习,考试前充分地复习,与“打有准备之仗”有同曲之道。预习效果好,听课才能有针对性;听课有针对性,复习才能顺利进行;复习深刻,作业、考试才能得心应手。所以说预习是学生学习过程中一个必不可少的环节。 

  二、掌握好高效的听课方法课上集中精力听课,是掌握知识的捷径。听讲时,思想上必须与老师讲解的思路保持一致,听老师对事物是怎样分析、推理;听老师解决问题是用什么方法、技巧;听老师对问题有哪些提问和解释。这样才能把握住听课的重点。听讲中,要把自己在预习中的理解,和老师讲解的相比较,看自己和老师有哪些相同点和区别点。 

  三、合理安排复习时间很多科学家通过研究发现,有几个时间段有利于巩固记忆:一是学习后最初几分钟内,电生理活动引起蛋白质的合成;二是学习后在48小时内复习;三是一周之后脑突触发生永久性变化。根据人在学习过程中这一生理变化,采用复习加强记忆就显得特别重要了。如果我们能够在学习的内容即将忘记时进行复习,那么复习的效果最好,效率也最高。著名的心理学家艾宾浩斯通过实验发现了人的记忆与遗忘规律。实验证明:在学习仅过了20分钟后,就忘记记忆内容的42%,1天后忘却量已经达到了66%,到了第31天,忘却量高达79%。他根据实验结果,画成了著名的遗忘曲线。并表明遗忘的规律是“先快后慢”。这条规律提示我们,—定要尽早、及时地对所学知识进行复习,以便在知识还在大脑内时就加深印记,否则大脑中已经没有痕迹了,只能再费精力重学。合理安排复习时间特别重要并且必要,制定复习计划,严格按精英特计划执行,并力求形成习惯,是我们每一位学生都应该力求努力做到。 我们为什么要复习呢?因为我们记忆效果没有那么好,不可能过目不忘,所以需要重复、增强记忆。同时,复习的进展也有利于学习效率的提高。 

  四、做作业的科学方法这里有七种做作业的技巧:

  1、先复习后做作业。复习是做好作业的关键,只有复习得好,作业才能做得好。做作业前先把老师这一节课所讲的内容认真地看一看,弄清楚基本原理和概念后再去做作业,作业才能做得既快又好。

  2、认真审题。 做作业最关键的—步就是审题,连题都判断错了,作业内容就全错了。首先第—步要弄清楚题目的内容,所给的条件,什么要求,需要联系哪些知识等等;其次是考虑好解题思路、方法、步骤,要善于把—道题分成几部分,化大为小、化难为易、分清其中的已知和未知,弄清各部分的联系,设计好整个解题步骤,—定要让自己做到不明白题意不做题,不清楚方法步骤不下笔。

  3、细心的做题。 做题是表达思路的全过程,这个过程要求既动脑、又动手。做题的关键是要保证“规范”、“准确”。要做到这两点就要求学生认真的抄好题,书写格式必须正确、规范,严格按照各类题的解题要求,仔细演算解题的每—步,得出正确的结果。只有平时做题认真细致,步骤完整,思路正确,表达严密,准确无误,考试时才能按照这种良好的习惯进行

  五、重视错题积累在学习的过程中,同学们可能遇到过一错再错的现象

一、学习+思考,在学习中提升“领悟力”

到组织处工作,是我的重要转折。当时,我自我检视,一个是尽快适应从 X 级单位向 X 级单位领率机关的层次转变,另一个是努力实现从过去被动落实向跟上领导思维转变。正因如此,我把自己的工作模式定位为“学习+思考”,发挥组织口便于学习的优势,是在 紧跟 上级指示中学习思考,及时跟进学习习近平新时代中国特色社会主义思想和军委、X 军党委首长讲话和文件,特别密切关注中央和各级最新指示精神,只要获悉上级有新指示新讲话,总是如饥似渴、想方设法尽快搞清楚掌握住。二是在领悟首长思想中学习思考,让党委思路和首长思想在头脑中打下烙印,注重发挥党委办事机构离首长近的优势,从首长讲话指示中悟、从首长领导艺术中悟,悟字里字外的东西、悟首长思想中的思想。 三是在掌握部队实践中学习思考,我始终认为,机关干部脑中有情况,关键时候才不慌。十分注重关注部队面上动态,利用陪同首长下部队调研,以及留意业务口子呈报的部队做法等,让自己更接地气。 四是在顺应时代潮流中学习思考,养成了多渠道获取信息的习惯,开阔眼界思路。事实证明,在变革图新的时代,每个阶段都会遇到很多全新的概念,与时代接轨、向网络问效、使知识“保鲜”,对提升格局、完成任务都有很大帮助。

二、踏实+认真,在工作中享受“获得感”

谨记岗位连着责任、小干事也有大责任,全身心投入每项任务,踏踏实实、兢兢业业干好每项工作。一年来珍惜岗位、履职尽责,把功夫下在领会、落实、认真上,初粗罗列一下,有四个方面: 一是珍惜每一次参与中心工作的机会。这一年,党建工作任务非常繁重,我全程参与推进“两学一做”学习教育常态化制度化,开展了“维护核心、听从指挥”主题教育活动和学习宣传贯彻十九大精神系列活动,认真做好各环节工作落实,参与起草的 X个情况报告受到 X 级首长批示肯定,X 个做法分别被 X 级转发。二是珍惜每一次参与大项任务的机会。把参与大事难事当作锤炼素质的难得机遇,一年来除参与党委扩大会和常委民主生活会的筹备工作外,先后参与了政工会、X 级以上领导干部会议、X 级党委领导培训、先进事迹报告会等 X 余项大项活动,这对自身素质的提升是很大的。 三是珍惜每一次参与调研指导的机会。先后 X 次参加 X 检查调研、参加单位民主生活会和蹲点调研等,主动进入、全心投入,深入一线掌握第一手资料。 四是珍惜每一次参与重要材料起草的机会。无论是起草首长讲话还是调查报告,都用心用力,不敢有丝毫应付念头;无论是部里牵头,还是配合其他业务处,都注意向他人学,认真听、认真记、认真想,对领导修改地方仔细琢磨,在点滴中积累提高。

三、实践+感悟,在历练中实现“快成长”

回顾这一年,感到苦、辣、酸、甜都有。“苦”的是素质还跟不上趟,尽管参与中心工作、大项任务比较多,但明显感到工作还被推着和压着走;“辣”的是尽管领导都有很强的容错胸怀,但自己脸上总感到火辣辣的,对不起领导的信任和培养;“酸”的是愧疚于自己那个小家,由于加班加点是常态,经常是家住 X 回不了家,没有更多精力照顾家庭,特别是这次选调来基地,家属独自在 X 带孩子,心里滋味不好受;“甜”的是这三年身处的团队聚气向上、正气充盈,尽管工作比较辛苦,但很充实很愉悦,也得到很大锻炼。在机关工作的几年,我也有一些体会: 第一 ,常思考才能有思想。人是靠思想站立的,也要靠思想行走,尤其是政治干部要有一定的思想力,经常动脑子才能有活思想,灵动的思想才能有水一样的文字流淌在纸上,工作指导才更显底气和实效。 第二, 给任务就是给机遇。这也是老干事们以老带新传下来的,见任务不躲、有任务就上。包括工作过程中,部处领导经常是手把手教,从中可以学经验、攒经历、出成绩,把握更多机会学中干、干中学。 第三 , 有作为才能有地位。个人成长进步离不开组织的教育、关心、培养,每项任务中都有质量、成效和认可度的问题。正因为深知靠素质立身、靠实绩进步这一点,工作上没有懈怠过,总有一股力量在感染着、在向前推。 第四 , 团结 凝聚 出战斗力。任务压不垮人、压垮人的往往是内心的脆弱;只要心里不苦、工作便也不觉得苦。政治机关这个团队应该抱团取暖,工作上合心合力,私下里互帮互助,团队的力量蕴藏着攻无不克的潜能。总的看,这一年自己履行职责是尽心尽力的,但也存在一些短板和不足:一是落实工作的实效性还不够。主要是工作中“埋头拉车多、抬头看路少”,这个“路”对下是通达基层的心路,对上是领悟首长的思路。二是素质和经历还不够全面。从 X 年开始就从事组织工作,政治机关岗位历练比较单位,一定程度局限了眼界思维,导致思考问题、筹划落实有时不够深入。下一步,我将尽快适应新体制新职能新使命要求,进一步刻苦努力、补齐短板,更加扎实工作,更好履职尽责。
